Direct Evidence of Extermination Aims: International Investigative Body Findings on Actions in Palestinian Territory

A recent detailed investigative report from a specially convened fact-finding mission has presented the strongest determinations to date regarding the situation in the region.

The panel asserts the Israeli government of committing acts of genocide, stating that its operations was waged “with intent to eradicate, in whole or in part, an ethnic or population”.

Commission Background

Created in 2021 by the United Nations Human Rights Council, the inquiry is staffed by three unaffiliated specialists and does not speak on behalf of the entire United Nations.

Israeli representatives have rejected the report “outrageous” and “false”, asserting it was produced by “supporters of Hamas”.

The Israeli government has rejected the accusations of genocide, pointing to its legal justification for military action following the assault on 7 October 2023, which claimed the lives of more than 1,200 persons, largely innocent people, and abducted hundreds.

The military engagement in the territory has taken the lives of over 64,000 individuals, overwhelmingly ordinary residents, and injured a further 160,000.

Report Findings

To be considered genocide under the international genocide convention, at least one of five categories must have occurred. The inquiry asserts Israel of carrying out four.

Supporting material comprises accounts with affected persons, witnesses, and healthcare workers, authenticated publicly available records, news reporting, NGO analyses, and aerial photography.

First Charge: Mass Killing

The commission references figures indicating that up until 15 July 2025, at least 46% of Palestinians killed in the strip were females and minors.

Israeli forces utilized imprecise explosive weapons with a significant inaccuracy in urban residential areas… The number of munitions deployed after the initial incident is exceptionally high when compared with other global conflicts.

Palestinians in the territory were targeted in their homes, at hospitals, in shelters (including schools and religious sites), during departures and in supposedly protected locations.

The inquiry also highlighted specific incidents such as the fatal targeting of five children when their vehicle was struck near a fuel stop in Gaza City.

Category Two: Serious Bodily or Mental Harm

This includes the poor handling of prisoners and forced movement which led to grave and lasting bodily and psychological injury.

Further Finding: Systematic Deprivation

The analysis observes that a significant portion of the region has been rendered largely unlivable, with extensive devastation of food sources, schools, cultural sites, and religious buildings.

Considering the evidence in totality, the Commission has found that officials knew of the significant chance that their actions… would result in the elimination of Palestinians… completely or partially.

Category Four: Imposing Measures to Prevent Births

This segment examines the high proportion of child casualties and the targeting on an IVF center in last December, which according to accounts destroyed numerous reproductive materials.

Purposeful Action

International law experts routinely highlight that establishing destructive purpose is challenging due to the strict requirement of proof.

The commission determined that remarks by Israeli leaders are “clear proof of intent to commit genocide”.

Mentioned cases include analogies to biblical wars and official statements that indicate an purpose to eliminate the Palestinian population.

The head of the panel, a previous jurist who previously presided over an international court for Rwanda, stated that the evidence upholds the determination of destructive purpose.
